Julia Hulbert currently works as the Lead Arts & Culture Planner for the Vancouver Park Board’s Decolonization, Arts & Culture team at the City of Vancouver. With the support of a small but mighty team, Julia oversees the Park Board’s cultural policy program and the public art, monuments, and memorials program. She is currently developing a new park naming policy and co-leading a City-wide Commemoration Framework. 

 

Julia’s policy and academic interests include decolonization, systems change, heritage planning, and commemoration. She has a master’s degree from Simon Fraser University in Urban Studies and wrote her graduate thesis on a municipal heritage program’s response to the Truth & Reconciliation Commission’s Calls to Action (2020). She holds a certificate from the London School of Economics in Public Policy Analysis (2023), was awarded a Graduate Fellowship (2016) to support her thesis research, and a Radius Fellowship for professional development in systems change (2017).

 

Prior to joining the Park Board in 2018, Julia was part of the award-winning consultant team that produced the Create Victoria: Arts & Culture Master Plan (2018) and Maple Ridge’s Cultural Plan Update (2019). Before branching out into cultural consulting, Julia spent 10 years working in museums and galleries, including the Vancouver Art Gallery, the Legacy Art Gallery, the University of Victoria Art Collections, and other institutions. Curatorial work continues to be a passion of hers which she pursues through independent work whenever possible.
